Strategy with this deck is kinda of like Big Basics, lol, just with more Basics. I also included Cobalion NVI as a Non-EX attacker. The deck plays well even with all the different pokemon types. My ideal starters are Either Cobalion EX, Landy EX or maybe even Tornadus if i get a DCE/ Virbank in opening hand.

I am really looking for a way to upgrade this Post PLF, and the only thing I can really think of is float stone. Maybe a Plasma Kyurem in place of 1 Cobalion NVI just for spread damage.

You are very weak against Enhanced Hammers and opposing Cobalion EX that use basic metal energy.
You only run 3 basic energy, that's hardly enough in this format if you aren't going for Plasma decks with the built in energy acceleration.

I suggest you run a more basic energy-oriented list, and not plan on using Keldeo to attack. Your Keldeo would be stuck with energy that isn't doing anything until you get to 3 energy, by which time it is painfully obvious that you want to attack with it. So, it's not actually a good idea to make use of Secret Sword. Something on the lines of 6 Fighting 6 Metal would be a better energy line. You would cut 1 Keldeo if you used this energy line as 1 Keldeo is enough for Rush In.
You run 3 Pokemon that use DCE, and you run 2 DCE. This is not very good. Either you abuse Pokemon with colorless attacks and go 4 DCE and a heavier line of Mewtwo/Tornadus/Bouffalant, or you might as well abuse Pokemon with low energy cost attacks (like Cobalion EX and Landorus EX) and go with none.
I don't feel you have enough switch options in this deck. Keldeo with 1 Float Stone is weak to being prized, so you want more than 1 Float Stone. Either go with something like Keldeo + 1 Switch + 3 Float Stone, or go more switch heavy and drop the Keldeo altogether.
3 Ultra Ball is insufficient here, you have a wide range of Pokemon in your deck and you want to be able to pick the best one to counter your opponents. Ample search cards is really important and I think you cannot skimp on 4 Ultra ball.
3 Colress is dangerous to run because you do not want this card as your first supporter. You want to draw into this card midgame where you could potentially draw 10 cards, but you want enough of other supporters that you don't get stuck with it in the beginning. 2 is the maximum I would play this card, possibly even none as your deck isn't reliant on bench support. Instead, replace with N, which is a good fit with Big Basic decks.
In your original list, 2 Energy Switch was superfluous. Energy Switch only moves basic energy; you had 3 basic energy. However if you use basic energy as I suggested, you want to up the count to 4 as the flexibility is amazing.
I don't think you need 3 Cobalion NVI. You have already many attackers; you won't be fielding all of them and if you need it you can search it out. 1-2 should be fine. Meanwhile, you should ideally have 3 of each of Cobalion EX and Landorus EX; they are good starters and you want to start with them. Landorus against Darkrai, Cobalion against Plasma.
I don't feel you need 4 Skyla in any deck. Skyla searches for 1 Trainer, which is insufficient in a lot of cases. Your deck needs constant energy attachment, which Skyla doesn't provide. You should switch them out for more draw supporters. 2 Skyla is normal in decks; 3 at most in decks like Darkrai where Dark Patch, Dark Claw etc are important and can be searched by Skyla.
