Ruling Kabutops question

Let say if I have a Kabutops for my active pokemon.On my opponents turn,can he play a fossil card such as dome fossil from his hand?

Fossil is a trainer. No trainers can be placed when Kabutops is active. Answer is no.

To elaborate a little bit on that - the Fossil only becomes a Pokemon once it hits the field. You play it, then its still considered a trainer thus blocked. Only at the moment it actually hits the field it becomes a Pokemon, but since Kabutops prevents the trainers...yeah.
