Well, basically, can a Strategist be a Mod? Or, can a Mod be a strategist if he or she gets fired from being a mod.?

Charizard is both a strategist and a mod.

Anyone can become a strategist as long as they agree to the requirements.

Mods arent simply chosen out of De-strategized people. They're chosen by WPM who show activeness and quality in their posts. There's probably more to that but WPM can fill you in how he decides.
