I have no idea about the deck page. And all the Japan sets are legal as long as the English equivilent has came out. I also know you can use at the most 6 Foreign Cards in a deck (Any cards that are not english) and you must either have a English Reference or a Card-Dex print out from the official site.
One thing you should note though that most PTO's might do to further discourage the use of foreign(more specifically japanese)cards. Put the Japanese card into your deck and set your deck down. If the Japanese card is bendy/noticeable, which some are, chances are you might not be able to use it.
