Some interesting fakes you have here, Johto King! I admire how you've been working at your sets for so long––the fact that you've almost completed two of these says a lot. :)

I wonder, though, if you might consider brushing up the formatting a little bit? There's a generally accepted format among PB's text-based fakers, which looks something like this, drawn up by the fabulous @TheFlyingPidove:

I know you've been using your own format for your cards, but using the more-widely-used one does make your cards a bit easier to read.

It's also a really cool idea to include a description of the art in your cards! Have you considered image-faking? Considering you have such a vision of your cards, it might be worth trying to make the real thing. We have several image-fakers around the site, including @bbninjas and myself, who would be happy to give you a hand should you need it. :)

If not, simply including a sprite of the Pokémon in your cards might help. Walls of text are usually difficult to read and fully take in. To remedy this, many text-based fakers use sprites, other images, or even colored text, to break up the text a little bit.

And one last thing––might I make a request? How about trying a card of one of the new Sun and Moon Pokémon? Up to you which one, but the challenge here is to make a unique card with very little information about the subject, being a new reveal. Looking forward to seeing your take on it! ^.^

You can use it's attack on the opponent's benched Pokemon, not just the active. I wasn't sure on wording.
It's an interesting effect that I myself have tried to make work in the past. The problem with it, however, is that there's not much of a difference between having an Ability that lets you snipe a 3-for-80 attack, and having an attack that just snipes as a secondary effect. If you look back at cards like this, you'll see that they usually come with an Energy discard of some sort. (Garchomp C LV.X is what comes to mind. What can I say, I've been playing a lot of 2010 lately. :p) In the case of Garchomp, it snipes 80 at the cost of discarding 2 Energy, and it was considered a very good card in its day.

What you're doing here with Magmortar is basically removing Healing Breath and making it so your opponent can use Hex Maniac to get out of their Bench being sniped, or else play Garbodor. I'm not sure this is a good enough nerf to justify a free 80-damage snipe. I'd suggest lowering it to 2 Energy for 50 damage, or else keeping the 2-Energy discard (if you do the latter, you could probably also bump the damage up to 100, for power creep and whatnot). You could even just apply a flip, and if heads, you can snipe. If tails, you have to hit the Active.

In the end, though, you have to consider whether it's really worth having that Ability instead of just giving the snipe effect to the attack. It's functionally the same, except that one can be stopped by Hex Maniac. When I tried to make a similar Ability work, I made it so all the Pokémon you had in play could snipe, not just the one that had the Ability. I tried every way I could think of to nerf it (down to even halving the damage from the attack if you sniped it) and it was still pretty overpowered in the right situations.

If you're set on using the Ability, though, I'd suggest this as wording:

When this Pokémon would attack, you may choose 1 of your opponent's Benched Pokémon. All effects of that attack, including damage, are done to that Pokémon instead.

Updated. The ability requires for it to be Mono- Fire type on energys,(The attack is [R][C][C] to add insult to injury) and the attack requires a discard of a basic fire energy.

That sounds like a good balance. The wording feels a bit off to me, but you've got the balance right. :)

Your promos look interesting, too––glad to see you're using the new formatting!

Bring Back is an effect reminiscent of other Ho-Oh cards, with a good twist in that it's not Ho-Oh you're reviving, but one of the legendary dogs. One of the most important things to consider on EXes with Abilities, however, is that you can very easily get four charges out of it each turn. As a result, the odds turn from a 50% chance (which would be the ideal balance) to a very good chance you'll be be able to set up two of those legendary dogs in one turn (assuming you have Sky Field in play). I'd suggest making it similar to the Victory Star Ability on Victini NVI––an Ability you can only use once per turn, regardless of how many of that Pokémon you have in play.

I like Flame Transfer. Lots of room for potential in a Toolbox deck there.

Lugia looks well balanced to me. Aqua Turbo is a name that has already been used on Palkia-EX, with a different effect, so you might consider renaming it? It's a minor nitpick, though.

Suicune, on the other hand, does look very powerful. Serperior BLW had a similar Ability, except that this was on a Stage 2 in the days before Forest of Giant Plants, and it only healed a quarter of the damage. Not being able to heal itself isn't even that big a drawback, since you can Bench other Suicune to heal that damage. There's also the additional problem, the same as Bring Back. With four Suicune, you can heal 160 damage each turn from all Pokémon that aren't Suicune, and 120 from all Suicune. That's a lot of healing. :p

Balancing for that one might be a slight problem, since I think even reducing the damage healed to 10 would be a little on the overpowered side. Maybe if you can only heal 10 from one of your Pokémon that turn?
