Creatures has announced they will be printing more of the Pokemon Center Pikachu Special Boxes. No timeline has been announced yet. In the meantime they ask fans to "remain calm" when purchasing from the secondary market.
Initially the Pikachu boxes were only available via lottery on the Pokemon Center website. Pokemon presumably used the sign-ups to determine how many to print; their announcement says they want "everyone" to be able to purchase them.
Lately there haven't been many Japanese products with unique promos, which is likely contributing to their demand.
As posted before, each box will come with a foil promo of Tohoku's Pikachu, Hiroshima's Pikachu, or Fukuoka's Pikachu. They will also come with 64 card sleeves and a deck box, all contained in a card storage box. Each will cost 2,090 yen...

how, i really want them but im not sure how to get them. unless you just live in japan and were able to get them
It’s a lottery item. you need to apply for it on the Japanese online Pokémon Center. The First Window closed 2 days ago and today the results came in.

All lottery items usually get a second round. This is not new. They normally Test out the Demand. If it is even higher than expected, they do a Print to Order run (like with the suitcase).

Today, the second round for the BW set started, but they only let you apply for one item this time.

Cant they just print more in the first place?
With current demand they are probably printing at full capacity, so the machines will already be tied up printing upcoming releases. Since these were for a reasonably small event it wouldn't make sense to print thousands at once when theyre already trying to keep up with demand printing regular sets.
 
how do you do it w/o a japanese phone number?
there are services that do that for you. It is a one time investment. I think I paid 40€, if that helps. Again, you can find that on YouTube. If not and you interested feel free to to DM me.
