Japan’s Pokemon Center stores will be releasing several sets of card sleeves, deck boxes, and playmats celebrating the last 25 years of the Pokemon TCG! They will release on October 22nd.

I'd try meccha-japan.com upon release date. I've ordered from them with no problems in the past and the shipping is quite fast as well.

For a second, I thought that the Pikachu laying down on the pink surfboard was a nod to Puka with blue eyes.
