Umm... how about you make rules harder (get ban faster) and make them as announcement...? You know, newbies usually don't go to site discussion first. I know, that I never read rules of forums, when I came. Well... I've read PokéBeach Forums rules when I was a veteran member already.

Actually, if they get a PM containing the rules (with a "hello, welcome to the forums" as title, to make them read it, lol), they'll at least know about the rules. Not having read the PM is not an excuse.
Well, it's better than what we have now, at least, c'mon, you have to search the forums to find the rules... How many noobs even want to look at site discussion? "ZOMG GAMEZ KORNORZ LOLZORZ!!!!11"

I have already suggested an announcement, but I know it might be annoying for those who are familiar with the rules, as it take up place. Nevertheless, I still want a link to the rules in an announcement at the top of every page like the spelling and grammar message.

See, now that is a good idea, and its doable without having to redesign a whole site....why not make SNN Noobie guide an anouncement? that way, everyone can view it at all times.

Then I won't be able to update anything, people cannot ask questions without making a new thread. Most people don't even read announcements.

Good point, SNN...perhaps this: Make a forum announcement and in it, simply put the links to any important threads that would be usefull to noobs on the site. This way, they can have access to the links at all times, rather than have to search each individual forum. Would that be a working idea?
 
I don't think any newbie will go check the announcement and then all the links in it. Why don't you let SSNs guide be here and make sentence, where this one is - "The hideous lack of grammar and spelling lately has forced us to post a forum announcement regarding such posting. Please read it." or instead of this one, that'll say: "Read this(<--link) before posting" or something like that. And SNN would still be able to change it and we'll be able to ask questions.

If it is encrypted into the PM box it can't and will never be able to be deleted from the PM box in your sent items folder. That way it will still be there but not in your inbox.:)
