Easy , you click "new thread" and then you put elite four and list your name.

He's asking for the Official Pokebeach Gym thing, which isn't active anymore as it was not popular. As stated by the others, you have to make your own little clan (not clans and clubs, the Battle Arena clan) and appoint members to be your Elite Four while you are the Champion. I'm not too sure about this subject; PM Kevin Garrett for assistance.
