Ruling Glaceon GX Question

This would be much easier to answer if the ability block applied to both players, but it doesn't. It applies only to your opponent.

So here's my question: If both players had Glaceon GX as their Active, whose abilities would be blocked? In this case, would both players' abilities be blocked? How would this work out?

Similar to Garbotoxin Garbodor, the only EX/GX ability that Glaceon can't negate is Freezing Stare itself. The translation even says so.
