Does Giratina EX's "Tear" attack effect Weakness and Resistance? (I know there's English cards with the same effect, but I couldn't think of any)

No it doesn't. Weakness and Resistance don't count as "effects" on the Defending Pokemon. Look at cards like Liepard EP's Feint Attack, Conkeldurr's Chip Away, and Arceus-Water's Fastwave.

Keep in mind, the final translation might word it different. But as long as it doesn't mention weakness /resistance, it should still come into play
