My opponent attacks me with Double Fall, and with one Prize left each, to KO my Gemgar that had 10 HP left. He claims that he KO'd me first, and therefore he wins due to that fact and Fainting Spell would not take place after he KO'd me, and taken the last Prize. The ultimate question: would Gengar be able to use Fainting Spell?

Yes. Here's how the order of operations goes:

1) Salamence attacks Gengar.
2) Do the appropriate amount of damage.
3) Check to see if Gengar would be KOed due to having damage on him greater than or equal to this max HP.
4) If yes, Gengar is KOed.

Fainting Spell takes place between steps 3 and 4. It triggers when Gengar "would be" Knocked Out. It triggers before any KOing actually takes place.

And for the game to be over, the attack phase must resolve fully before a gamestate win is checked.

So even if the Salamence player drew his prize first, you still get the chance to cause a Sudden Death by flipping heads on Feinting Spell. Then the gamestate is checked for a winner.

1 a ) check conditions on you and defending (thus double fall, and fainting spell)

so yeah if fainting spell works each player activates a bench poke to active if both players do sudden death, if one player does not have a pokemon on the bench then the other player wins.
