Ruling Garchomp POP 9

Jet sword states that it does 100 for 3 and then by discarding 2 it does 10 to the opponent's benched pokemon. Do you need to do the discard 2 energy since it says "and"?

You have to discard the Energy because the attack says does not say it's optional. The Bench damage is just an added part of the attack. You don't have a choice in the matter.
