Ruling Foreign cards : Legal in the US ?

Hey guys Im trying to find out if foreign cards are legal for play in the US? I play yugioh and only foreign cards from Europe are legal in the US. As long as you have a english copy or document with writing showing the card text in english. Although Asian cards are not legal for use.

You are allowed to use a total of 6 nonenglish cards in your deck this season. You must provide a reference.~Mark
