Ruling First turn Rare Candy.

If a player goes second and it's their first turn, is that player allowed to play a Rare Candy to Evolve a Pokemon that turn?

*I say yes because it's a Trainer Card, but I also say no because you are evolving a Pokemon on your first turn.
I'm confused, so please help. Thanks.

Yes they are because Rare Candy lets you bypass waiting a turn to evolve.~Mark
