It's as simple as that, It would be the same as if you evolve a team magma's aron into a lairon, while it evolves from aron and not team magma's aron

Shining Pokémon can never evolve, or evolve from something else. The best example of this is Shining Metagross. Normally it would evolve from Beldum and Metang. However, it is played as a Basic without needing evolution. This is a continuation of a tradition starting in Neo: Revelations and ending in Neo: Destiny. Shining Gyarados, Charizard, Raichu, Kabutops, Tyranitar, Steelix, and Noctowl are all basic Pokémon, even though Shining Magikarp was printed.

On the topic of evolutions that counted as basic, only 1 card was printed in English that was not a shining. Rocket's Scizor, which came from the Japanese-only VS series, is a basic.

Scizor is normally Stage 1, since it evolves from Scyther, but this one, Rocket's Scizor, is a Basic.

But it's not Shining, and it's not a star.
 
All cards in the Vs. Set are basics IIRC.

DocRobot- Shinings were first introduced in Neo Revelations then continued in Destiny.
