My question is, does reviving evolutions of Eevee with Garchomp Lv. X's Revive attack let them count for these two card effects?

My logic for why it would is the words (at least Umbreon says this) "evolves from Eevee," not "evolved from Eevee." All the evolutions say "evolves from Eevee" at the corner so I would think that it would work even if you don't have Eevee under them.

I'm sketchy on Espeon cause it says "that evolve from Eevee" and I can't help but wonder if that changes the issue a bit.
 
The answer to your question can be found in the Compendium for a closely related ruling. In short, you are correct in your assumptions. Whether Umbreon or Espeon were actually played to evolve Eevee makes no difference as respects these Poké-Bodies/attacks; they are still Pokémon that say they 'evolve from Eevee' on their cards.
