Why is it that Field Blower* has the option to remove card from your own side of the board- whereas Enhanced Hammer** doesn't?

*Choose up to 2 in any combination of Pokémon Tool cards and Stadium cards in play (yours or your opponent's) and discard them.

**Discard a Special Energy from 1 of your opponent's Pokémon.

Now I get that blowing off a Spirit Link & Replacing it with a Choice Band is quite advantageous...but with Xurkitree, why cant you have the option to discard your own Special Energy and hopefully continue to attack?

Field Blower has those options because that is how the card was designed. Tool Scrapper also had that option. Startling Megaphone did not. Xerosic allows you to discard a Special Energy or a Tool (but not both) from anything in play.

Enhanced Hammer has never had that option; revising the card to add it is possible with an errata however there doesn't seem to be a big need for that.

It's pretty simple, the answer is "that's how they wanted to design those cards to work".

It's abundantly clear when you look at Kartana GX which came out after Field Blower and is the exact same as Enhanced Hammer and only targets the opponent's special energy.

To go along with your tool comparison, Field Blower is the only way to remove tools from your own Pokemon. You can on the other hand usually remove special energy from your own Pokemon through discarding them when you retreat. I can't see an errata being issued as the card's effect isn't overpowered or have incorrect text, but we may see another trainer card in the future similar to Xerosic that will allow you to discard your own energy in the future.
