Ok I'm confused . Flaffy has attack thunder spear which does 20 damage to 1 of you opponents pokemon . I was told on this site plus doesn't add 10 to this damage because it's an effect of an attack not actual damage. So my jumpluff has leaf guard which reduces damage taken from ATTACKS by 30. So does that mean it doesn't reduce the damage from effects such as thunderspear?

First I don't know who told you Thunder Spear isn't affected by Plus Power. It only adds damage if you are targeting the Defending Pokemon, not Benched Pokemon. Leaf Guard will reduce the damage Thunder Spear does. It will not reduce damage if an attack places damage counters instead.~Mark
