Eelektross is a pretty good card stat-wise. 140 hp lets you survive zekrom even with a pluspower, 3 retreat makes it searchable with heavy ball. {F} weakenss is bad, no resistance is OK.
Suction heal is pretty subpar, 40 damage for 3 energy. don't use it.
Slurp Shakedown has an awesome name, and could work great in eels decks as a tech against CMT or mirror. free unlimited cathers and damage? yes please. it OHKOs benched celebi primes, and 2HKOs benched eels. It can also work as a tech against truth EX, as you can drag up their vileplumes and kill them to break the lock. It can also be used against durant to kill rotom, but zekrom is better.
Art is pretty nice, but the pose is weird... 8/10

The second attack of Eelektross is what makes this card somewhat unplayable and hard to set-up. For {L}{L}{C}{C}, you do a catcher-effect on the defending pokemon and pull out a benched one and do a rather mediocre 60 to it. This attack costs a lot of energy and could've been better if it had a paralysis effect alongside the 60 damage. Suction Heal for {L}{C}{C} does an even more horrible 40 damage. Though it lets you heal Eelektross by 40, wasting your precious PlusPowers just to heal him isn't worth it and would've been better used on bigger Pokemon like Zekrom and Mewtwo EX.
Overall, this is just an okay card that could sweep leagues up but when it comes to the actual competitive scene, it just doesn't make it.
