Ruling dugtrio vs switch cards

Dugtrio from platnum has an effect add 2 damge counters to your opponets retreating pokemon. does switch or any other switch card get around it??? or do they take 20 damage
 
Yes, Switch, Pokémon Reversal, Super Scoop Up, etc. - none of those trainers "retreat" a Pokémon. Only in the event that a Pokémon actually retreats (paying any retreat cost, if necessary) will Dugtrio's BODY inflict damage.
