Ruling Double sacrifice

Poke-Power: Sacrifice
You can use this Power once during your turn. Knock Out 1 of your Pokemon. Then, choose up to 2 Basic Energy cards from your discard pile and attach them to this Pokemon, and remove 8 damage counters from this Pokemon. This Power can’t be used if this Pokemon is affected by a Special Condition.

I was judging a tournament yesterday, and a player asked if he could Sacrifice a Regigigas Lv.X, have his opponent take a prize, send up another Regigigas, premier ball, then level up the new gigas and sacrifice again(to remove any damage and attach 2 energies.)

Is this legal? I told him it was okay, because each pokemon can use it's power once during the player's turn, unless it says otherwise.

Yes it is perfectly legal. Since Sacrifice does not say anything about only being able to use one Sacrifice Poke-Power per turn you can Sacrifice your own Gigas X, bring up another one, and Sacrifice again.
