Ruling Ditto LA Arceus LV.X NEED RESPONSE ASAP

My opponent has a Ditto LA active, and my Meteor Blast Arceus LV.X is my active. He believes he can use my fire Arceus attack, Bright Flame, (which is underneath), because it's an effect of Arceus LV.X, which Ditto copies. I say no, because it's not an attack of the Meteor Blast Arceus.

Who's right?

Ditto copies all attacks of the pokemon and it's level X. Ditto should be able to use Bright Flame.

Per the Compendium:

Q. If Ditto is active against a Lv.X Pokemon, does it have access to the lower level Pokemon's attacks?
A. Yes, it does. The underlying Pokemon's attacks are part of the Lv.X and are therefore copied by Ditto DNA. (Sep 4, 2008 PUI Rules Team)
