Ruling devolving pokemon

i know this is probably self explanitory but say you have an abomasnow with 90 dmage on it and it gets devolved by lets say your apponent uses jirachis time hollow and takes off abomasnow and it goes back to snowver. is snover knocked out because he only has 50hp

Yes. Evolving and devolving do not remove damage counters. If a Pokémon is devolved and subsequently has more damage than the max HP of the stage beneath it, the Pokémon is knocked out. Same goes for Pokémon that get leveled-down (such as with Gengar LV. X's "Level Down" Poké-POWER).
