Ruling Decking Out

When is the game officially over when someone decks out?

When Player A draws their last card, and their turn ends.
When Player A draws their last card, pass it on to Player B, and Player B ends their turn.

In Yugioh, when Player A draws their last card, they can still finish their turn. But they better be able to win that turn, because once they end their turn, all Player B has to do is pass their turn with a "Go ahead.." or "My turn is over" and Player B is declared the winner. I was just wondering if this is the same case with Pokemon.

I believe that it's when you go to draw a card, and there is no deck left. So if you have one card left, you essentially have that turn to either get some cards back in or use Unown Z's pokepower. Or win.

If you're talking about something like this:

I pass my turn.
My Opponent, who has 1 card left, draws his last card.
Game Over.

That is not the case. As at my first BR's, my opponent (Who is a Pokemon Prof.), miscalculated his deck, and Claydol'd the rest of his deck, but got to finish his turn. Which, he did by using Kingdras Aqua Stream and putting Water Energies back into his deck. Which if it weren't for that, I would have won by Deck Out.

I would believe decking out will occur if you can't draw a card at the start of your turn.
Example:
A person draws their last card and passes
B person draws a card and passes
A person attempts to draw a card but because there are no cards left, he loses.

No, it's this:

I have one card left. I draw, I do whatever, I end.
My opponent draws and passes.
I go to draw, but have no deck. Therefore, I can't draw.
Game over.

on a side note, you only lose when you can't draw ON THE START OF YOUR TURN, if i have 1 card left, and i use bucks training. i draw that card, but i don't deck out
