Can Double Colorless Energy be used to retreat a Pokemon with a {C}{C} retreat cost (ie. Claydol) without the use of any other energy cards attached to that Pokemon?

Yes it can. It doesn't only provide two energies for attacking. It is also covered in the rulebook iirc under How do I retreat using double energy cards.~Mark
