Ruling Dark Slowking Litter

I want to ask you about the Dark Slowking attack : Litter

Can i discard as many tool and secret machine card as i want? Or i only can discard 3 cards as it was said that " you may discard a combination of up to 2 pokemon tool cards and rockets secret machine from your hand"?
