Say I have a Gengar and I do shadow room for 3 damage counters on an active steel type that has resistance by 30 would that block it? or is weakness and resistance only affected by DIRECT damage?

You're right in that weakness and resistance are only calculated when direct damage is dealt, and not when damage counters are placed as part of the attack, as in your example.
So yeah, it wouldn't be affected by weakness or resistance because you are PLACING damage counters as part of an effect of attack and not DOING damage.

Which means that expert belt, PP, and others will have no effect, since they only add damage.
