Ruling Crystal Laser - Deoxys HP [Normal]

If you use Crystal Laser every turn and you don't retreat it, it should be like this:
1st turn 20
2nd turn 60
3rd turn 60
4th turn 60
....
 
The above is correct.

The damage isnt cumulative every single turn, and doesn't reset as long as Deoxys stays active. The +40 effect resides on Deoxys and adds to the base damage each turn, so each consecutive turn would deal 60. It is the same ruling as Metagross Ex's Extra Comet Punch.
 
Yes, because Form Change moves all effects residing on Deoxys to the new Deoxys. That's also in the Compendium, but I can't be bothered going to it to quote.
