Use Toxic and then alternate between Protect and Scald. You can also use this opportunity to setup Stealth Rock. Empoleon isn't exactly the best Pokemon to use, but it has a cool niche and isn't an obvious choice like Jirachi, Chansey, Ferrothorn, etc.

This is an absolute counter to Dragonite imo. It traces Multiscale and walls Dragonite to oblivion and back with Recover, KOing with Ice Beam when necessary. It can also cripple it with Thunder Wave after the Lum Berry is used up. Check the calcs.

+0 Outrage: 16.04%-19.25%
+0 Extremespeed: 7.21%-8.55%
+0 Fire Punch: 6.68%-8.02%
+1 Outrage: 24.06%-28.34%
+2 Outrage: 32.08%-37.96%
Multiscale off: about twice those calculations
Factor in SR at 12.5%

Even though a Porygon2 switching into a +0 Outrage on SR is a 3HKO, it can still Recover stall Outrage or just paralyze or KO a damaged Dragonite. Probably the most solid counter you could find.

Heatran can take any of Dragonite's attacks with relative comfort and either phaze or set up Rocks or burn etc. +1 Outrage 3HKO's
 
AoH gets 2 points. I don't think anything in the game is better for this job than Pory2.

Chillarmy gets no points because that Heatran can't touch dragonite. You didn't opt for Roar which means no Phazing, and you didn't opt for HP Ice which means it won't do any damage. The best you can do is use Toxic twice, during which time Dragonite sets up to +2 and then ruthlessly slaughters your Heatran as well as your dreams.

The goal of this set is to bluff choice band and then set up at the appropriate time and demolish things. Just in case any of you are wondering why it's holding Metal Coat and not Life Orb or something.
 
This Scizor must be tough if there aren't any responses to it.
I had some trouble with it too since any poke with some bulk and a fire type attack can be Checks, but true counters, Pokemon that can come in on the switch, take stealth rock damage then proceed to take them out is difficult for Scizor.

In the end, I went with this:

So yeah, I know its risky because Stealth Rock is up, but even at 50% Scizor can only hope for a 3HKO, one of them being used up when Volcarona comes in on the switch.

So what you can basically do is either sponge up 2 hits and revenge with a Fiery Dance, OR you can use Roost to play it safe and proceed to attack after.The only thing that bothers me with this Scizor is that it has U-turn, which is smart since Super Power only weakens you. Still Volcarona can outspeed it, so long as it doesn't switch out.
 
Physically defensive Arcanine is the best hard counter to this Scizor that I can think of. With this set up, Arcanine is only 4HKO after Stealth Rock, and he is also still a solid physical wall for many other pokemon (Anything that isn't Terrakion with Stone Edge, and anything that doesn't have a strong Earthquake or Stone Edge). His huge movepool gives him great coverage even with only three attacking moves, and with the high BP of his moves he still hits hard. He could also utilize Will-O-Wisp to cripple anything switching in when he forces something out. Morning Sun allows for reliable recovery, especially with sun support.

This set makes him the most effective physical wall that he can be, and a very effective hard counter to this Scizor.
Some Damage Calcs For Scizor with zero boosts (at -1 from intimidate):
Scizor Superpower vs. this Arcanine: 20.8-24.73%
U-Turn does 9.11-10.93%
Bullet Punch does 9.37-11.19%
Pursuit does 10.41-12.5%
With a Swords Dance (at +1 from intimidate)
Superpower does 31.2-37.01%
That is the only relevant calc for this Scizor's set.
Damage Calc For Flare Blitz:
163.95-193.02%, Arcanine is faster than Scizor and will always OHKO.

As you can see, this Arcanine will be at best 3HKO by Scizor if he has a boost, and he will be a relevant counter or check for many other physical attackers in OU, despite being a UU pokemon.
