Ruling Card with Silver Japanese Writing?

I'm not very knowledgeable when it comes to pokemon cards, so I apologize if this is a stupid question. I have a little sister who has suddenly become very interested with trading pokemon cards at school, and she had a few cards I'd like to ask about.

These cards have silver Japanese writing in the corner of the artwork, but other than that, they are normal cards. I do not know what set these came from, but there are several different pokemon with this writing on it. I was wanting to know if this could be anything special, or if it was just one of her schoolmates writing. Thanks.
 
It sounds like they could be cards from the World Championship Decks, in which case the silver writing would actually be the signature of the player who constructed and competed with that deck. The backs of the cards would actually say "World Championships 200x" on the back if this is the case (rather than the standard Pokémon TCG card backing).

For what it's worth, the Championship Deck cards are not tournament legal, so she wouldn't be able to play in any POP sanctioned events with them.
