So the whole point of this deck is the Blastoise/Starmie engine which has served me for a good long time on discard attackers (the most recent being Alolan Ninetales-GX). Any tips, pointers, corrections, or meta advice are most welcome.

Looks good, try to get your hands on Alolan Ninetales GX from Lost Thunder.
I will most definitely try, and I have experimented using Volc {*} in Keldeo's place since the ability and HP seem too good to pass up. But I do agree the new Alolan Ninetales-GX would work wonders for this list
