Ruling Blastoise Hydro Launch + e-belt, dark energy

Lets say you have a Blastoise UL and a Weavile from DP:SW. If you attach 2 special darkness energy to Blastoise, the snipe would do 100 or 120 damage? Also, if it does 120 damage, is it only when attacking the defending pokemon or to the bench too?
I think expert belt, plus power, etc have the same ruling, arent they?

You can't add damage done to benched Pokemon from those cards because they state damage done to the Active Pokemon. It doesn't say to increase damage done to Benched Pokemon. Expert Belt, Plus Power, and Special Dark Energy all have the same ruling on not adding damage done to benched Pokemon.~Mark
