Trying to find a clear answer on this. Does Biberal's Pokebody block the placing of damage counters, like from Gengars Shadow Room?

Yes. Placing of damage counters is an effect of an attack that is separate/distinct from doing damage. Hence, Bibarel's Poké-BODY blocks Gengar's Shadow Room.
