best deck for cities and states

I want to know of a deck that has done very well but isn't totally dependant on exs. I didn't do well at cities because i got stuck against non ex decks.
 
Noone knows about states.  Really the best decks for Cities right now that don't have EXs are Metanite and Rai/Eggs (Delta). Gatr/Eggs is doing decently right now as well. I might be missing one though, and sorry for that.

Yeah, but most people just use the new, and "forget" the other pokes. If you'll use "old" cards, many people would be surprized, 'cus thay are not prepared for that! (?)

nidotails? how does that work? Ninetails d can only do 30 or 40 damage!

And my deck did do very, very well against many opponents, but until wobby pk is out, non ex decks and bannete cg kill me.
 
Playing Dragonite ð with a 2-2 Togetic ð line-up also works very well. Played it at my first CC and ended 11th and 2nd in Side-event. Only lost again Flygon ex ð and Flariados.

Those are Non-Ex dependant decks that can do well as far as I know. Around here, Raieggs>Metanite, but in others that might be different.

Also, to who asked, QueenTales works because Ninetales gets itself to the discard pile without giving your opponent prizes, powering up Nidoqueen's attack.
