Of course it would. They now have above 120 HP

Yes, the key is the wording of the text.

If they have a pokemon with 120 HP or higher. It is talking about "current" HP. Not "Original" HP.

^exactly. if it said printed HP, then it wouldn't work.

It says maximum HP,so basically tangrowth would have 130 and 150 HP in the situations you suggested(as expert belt and shaymin increases maximum hp by 40).
