I have seen the scan of Triumphat and I had a question. There are baby pokemon like Elekid but they don t have the poke-power Baby evolution. Can they still evolve into Elctabuzz?

Also, do they count as an Baby pokemon? Attacking a baby need to flip head in a flip coin process, do we have to do this to those new pokemon like Elekid?

No, they cannot evolve. They will need a Baby Evolution Poké-Power or other ability to evolve.

Also, the Baby Pokemon that require a coin flip when the opponent attacks it only applies to the Babies from the Neo sets. The reason for this is that it actually states this condition on the card. The HGSS+ Baby Pokemon can't evolve into their respective basics, because they neither have the Baby Evolution Poke-Power, nor do they state on the card that they evolve into that Pokemon. (Recall that nowhere on an Electabuzz card does it say 'Evolves from Elekid'.)
