Ruling baby pokemon, evolutions, etc.

so ok, the evolution from a baby to a basic is not a 'natural' evolution but that raises a separate set of questions for me. for the sake of argument, i will use pichu, pikachu and raichu in my examples.

if pikachu is an evolved pokemon could it have DRE, boost or scramble energy attached to it? what about the solid rage tool?

if pikachu is an evolved pokemon, how does this effect rare candy or wally's training? could one still use rare candy on pikachu? could one use wally's training on the same turn that pichu evolved to pikachu?

would meteor falls (or the tool that does the same thing for a turn) allow an appropriately evolved raichu to use pichu's attack if one wanted to?
 
1. Yes. It states "evolved", so yeah.
2. It doesn't. Rare Candy requires Basic card so it's usable (I think). Wally's requires absolutely nothing.
3. Yes.

Q. Say I use my Pichu's "Baby Evolution" power to evolve Pichu into Pikachu, which is now an "evolved Basic Pokémon". Can I then play Rare Candy on my Pikachu to evolve it into Raichu or Raichu-EX during the same turn?
A. Since Pikachu would be considered an "Evolved Pokémon" at that point, Rare Candy cannot be used on that Pikachu. Rare Candy can only be used on "non-Evolved" Pokémon. (Apr 14, 2005 PUI Rules Team)
