Does Azelf's Downer Material add a cost to an attack that would normally cost nothing like Impersonate? Will it add a cost to Purugly G's Chip Off attack if it has Energy Gain attached to it? Thanks in advance.

Yes it adds costs to attacks, regardless of how many energy is required to use the attacks.~Mark
