moonliht stadium has the effect manke all dark and psychic type retreat cost 0

does ariados have eny effect overthat or is the retreat cost still 0

No, Ariados' BODY does not. Any time a Pokémon's retreat cost is set to 0 or nothing by an effect, it cannot be increased.

By the way, this can easily be found in the Compendium:

If a Retreat Cost is set to zero by an effect, it cannot be increased. Note this is different than a Retreat Cost that was reduced to zero by subtraction. (Jan 31, 2008 PUI Rules Team)
