Ruling Are Proxies Tournament-legal?

Of course not. Proxies are fake cards and fake cards are illegal in tournaments, so therefore proxies are illegal in tournament play.
 
^A lot depends on the organizer, judges, etc. Obviously it wouldn't count towards premier rating.

But in the real premier rated tournaments, of course not as LW said.

To explain further, would it really make sense to have a game where they mass-produce cards then one person could collect all of them, scan them in and let others print them for free? They'd go out of business in an instant. Also, some people don't own printers or someone could start making fakes. As shown, there a lot of reasons that Pokemon would be like this.

I'm sure you can, as long as it's a local tourney.

Only if said card is damaged and the Organizer approves would the Organizer make one.

Non-Official tournaments: Ask the organizer before you start playing. League play is likely to allow proxies (as league play to tournament players means testing for bigger events), bigger sized unnoficial tournaments might not be as lenient.

Official Ranked tournaments: Never, UNLESS during the tournament, due to some reason your card is damaged beyond repair (Say, an angry kid ripped your Claydol) and you have no replacement. Then the organizer can make you a proxy he/she will approve of. This is a very rare case though.

well that is doable, but they have to take it out of their decks by the time the actual tourney starts. At pre-release tourneys tho, you can ask a judge to substitute a very rare card you received with another common card, but you have to announce it to the other player b4 the game starts. Otherwise, its not allowed, unless the op organizer says so. But you must have the actual card if they say no.
 
^Yeah, let's give lucksackers at Pre a better chance to win, too. Seriously, who came up with this idiotic rule? You get the cards you can play with, that's it. No trading/substituting. It's supposed to be a tournament for fun, not to see who can build the best deck. 'Cause obviously the guy with the best cards can. But can he also win with it? That's a different story.

Imagine you pulled, oh, Dialga G LV.X and 2 Dialga G's at the PT prerelease. Then ask if you can put the Dialga G LVX aside as you dont want to damage it, and use a Lickitung as Dialga G.
 
^^i do mean exactly that, thanks Lou. Lol see a guy did that when he pulled a Flygon X for his pre-release, so I was just adding it in...
