Help Are Japanese Cards Playable in the English Format?

No, all foreign language cards are illegal.

To add to this, what is considered "foreign" varies based on where you live. AFAIK in Europe you can play all European language cards (ie French, German, English), in Northern America you can only play English cards and in Canada you can play both English and French cards.
 
section 1.8 of the TCG rules and formats doc, you may only use cards of the same languages as your region
Canada Local—English and French
Europe Local—English, French, German, Italian, Spanish, and Portuguese
Mexico Local—English and Spanish
Russia Local—Russian
South America Local—English, Spanish, and Portuguese
United States, Asia Pacific, and South Africa Local—English

though not listed there Japan is its own region separate from the rest.
 
I think Japan is the only country allowed to use Japanese cards in tournaments.

Even Hong Kong has to use English cards and not allowed to use Japanese cards.
