Strategy: Hopefully start with either a Cubchoo or a Yanma, go for the fastest Vileplume lock possible, once that is set up use Yanmega to take easy prizes and Beartic to lock your opponent's bigger Pokemon in the active position. Yanmega also knocks out a Dodrio in two turns making it the best counter for a Beartic counter. Zekrom and Reshiram are there for type coverage, and because they make for good Outrage attackers while under trainer lock. I'm not 100% on the Supporter lines though, more specifically the draw line.
 
I think you should play CopyCat instead of Professor Oak's New Theory, since it can let you use Yanmega.
Also, if you get out an early Vileplume, their hand can get pretty big anyways.
 
I'm not too sure about your energies. 15 energies is not a big total at all, especially since 11 are water and the others are coloureless. Does that mean you're not planning on using Blue Flare or anything? I suggest at least 18 energies, and vary there types a bit.
Also, with only 11 basics you may struggle to get one at the start of the game.
 
I would recommend a couple Professor Juniper. After setting up Vileplume, the other Trainers are completely dead weight for you. Juniper will let you draw a lot while discarding everything you need to. I'm not really sure what to cut for them.

i would do -1 reshiram, -1 zekrom, -1 pokemon collector and add 3 switch in case you get catchered. also it will come handy if you want to retreat your beartic for a yanmega. or since you're running yanmega you can also opt for 3 copycats instead of 3 switch.

I have a -1-1-1 Vileplume Line. With all the support you have you won't need another line of it.

Second i have added a 1-1 donphan prime line. This will help counter magnezone and it is a stage one which is almost critical these days.

I have also changed the T/S/S lines. Adding 3 Catcher helps to pull out things that are easy to kill. These are in case vileplume becomes hard to get out. I also added 2 recycle to help with recovery. Max Potion is just in case your yanmega gets slammed. Judge and copycat are for yanmega specifically.
 
I would honestly run 2-1-2 Vileplume instead of 3-2-3, and take out a rare candy and throw in 4 Copycat, because their hand sizes will be large because of the trainer lock
