The promo Lucario card you are talking about was in the POP 6 packs last year. The promo Gallade card, if it's the one your talking about, is in the POP 7 packs currently given out at Leagues.

Here is a straight answer:
It is in the POP 7 Packs (2-card boosters). You can get them at league and for attending events (or ebay). Right now, POP 6 packs are available in blister packs at Target and such, so hopefully POP 7 will be soon.
