Copy from UF Hitmonchan and edit for Lucario's body and you're good to go. Also, remember that Lucario is a Basic Pokémon; 3 for 60 may be a bit much.

considering it needs a metal energy and cannot further evolve, its second attack is not that broken.
I'm not really sure about that much to do with the TCG.
I like the background, pretty cool. I'd up the second attack 10 more damage, since you have to pay a [M] energy for it. Though all in all pretty good, 8/10 in my opinion.
