Ruling A Rare Candy question

Rare Candy can or cannot be played if you go first? Can it be played by the player who goes second? Thank you

The person going first can't play any Trainers, Supporters, or Stadiums. This obviously includes Rare Candy.

The person going second is not restricted in this manner, so he can play any card he likes (including Rare Candy).
