Are you able to upgrade a pokemon to lv.x when its on the bench? Nothing in the rules say so tho :S

no, read the LV.X rule that's between the attacks and the weakness and resistance:
Put this card onto your Active_________. This card can use...ETC.
Put this card onto your Active_________. This card can use...ETC.
It says on the card that it has to be on the active pokemon. Level max and promo Porygon-Z are the only two ways I know of to get around that. That's only if they are in the deck though.
