First Question -
Infernape X - Can you choose which pokemon the opponent switches his active with, or does he?

Second Question -
Cards such as Azelf have pokepowers which states "when you place from your hand to your bench you may use this" - At the start of a game, you place 1 active pokemon face down and however many benched face down. If you place Azelf facedown as either active or benched AT THE START of the game, can you still use this power?

Due to the wording of Infernape 4 LV. X, your opponent chooses which Pokemon to switch.

No - you can only activate such Powers when you play to the bench from your hand. If the Pokemon is already face down on the bench at the start of the game, then you skip the 'play from your hand' requirement needed to activate that Power.
