If only Australia would follow the guidelines when it comes to tournament times. (Let alone the guidelines at all.) >_>
 
There is also a new prize penalty: Multi-Prize card, Where the player that did not commit the penalty can draw up to 3 prize cards.

Well, it says 20 minute minimum. TOs have always been free to use longer round times. I don't mind Limited being at 20. They're typically much faster games, which means you have a whole lot of people waiting around 15+ minutes for the one slow game, if you're doing 30-minute rounds.

You're right, 40 minute rounds were needed this year thanks to Gardelade, but the whole game seems to be slowing down as the EX sets depart. Now that we've reached DP-on, 40 minute games might be a good thing.

Lots of other changes that haven't been noted yet:
  • The match play tiebreaker was significantly altered. An incomplete Game 2 now counts at time and is evaluated on prizes, which will force a sudden death Game 3 if the match ends up tied. (I realize that 18.7.2 currently says "ignore this tiebreaker", but Mike Liesik admitted on the Gym that this was an error that he'll be correcting shortly. It should say "proceed to the next tiebreaker".) I'll be personally nicknaming this "The Z-Man Rule".
  • The upper and lower bounds on Opponent's Win Percentage were changed also. The minimum value for all players is now 25% (previously 33%). The maximum value for dropped players is now 75% (previously 66%). This will change resistance quite a bit.
  • It also looks like maximum players in top cut has been reduced:
    • 6-7 total players: No top cut
    • 8-15: Top 2 max
    • 16-31: Top 4 max
    • 32-63: Top 8 max
    • 64-127: Top 16 max
    • 128-511: Top 32 max
    • 512+: Top 64 max
  • The sanctioning regulations now state that all decklists must be destroyed after the event. The other option is to return them to the players if time permits. In either case, no staff should be hanging on to them. Time to start bringing my portable shredder to tournaments.
  • As noted, there is a new Multi Prize Card penalty, for "when a mistake has made that has a severe impact on the game state and there is no clear way to resolve the issue, but a Game Loss is too harsh of a penalty." The penalty allows the opponent to draw up to 3 of their prize cards.
  • The penalty guidelines on Marked Cards: Major have been significantly revised, and the starting penalty has been raised from Warning to Game Loss (Tier 1) or Disqualification (Tier 2). There is no mercy for marked cards, even if unintentional.
  • There is a new Procedural Error: Severe classification, "typically reserved from an infraction that has a significant impact on the event, or is the result of a breakdown in event protocol." This was apparently added to deal with player stupidity that results in significant delays and extra work for larger tournaments. The examples given are:
    • Showing up late to a match (10 minutes or more).
    • Failure to report that you are dropping from an event before leaving the
      venue. (This penalty should still be issued, regardless of whether the
      player is there to receive it or not.)
    • Playing the incorrect opponent. (In this case, the player sitting at the
      wrong table receives the penalty.)
    Starting penalty is Game Loss. A GL would happen anyway in these cases, but the point is to have a penalty on record which can escalate to temporary bans for people that do this stuff routinely.
 
40 min. Events is much needed; I always felt rushed when I was in the 30 min ones. 20 min Events is short though. ;f As long as most of the new rules are good, I think this might be a better format than the last one.

More time is good! My judge always insisted that you were not aloud to concede (Unless something urgent called for it.).. I understand that though, considering it was causing some problems for the tournament as a whole. Nintendo should consider changing that.
 
What a sad, sad reprints list. Hopefully the next couple of Japanese sets will include some nice Trainer and Energy reprints, although I don't see the major Special Energy cards (Scramble and DRE specifically) returning any time soon. I think a lot of the Trainers in the first few DP sets will be around for a long time, though, such as Bebe's Search.

Also great to know that POP suggests minimum 40-minute rounds, that's excellent news.

Of course.

Good reason to play right and avoid making stupid mistakes.
 
I honestly think that taking THREE prizes is far too heavy - perhaps two, but three is overkill, in my opinion.
