The only other promo card we got is the Victini illustration rare, the main star of the movie. While it would make sense that THIS promo was a coincidence, it's just like c'mon man, you're immune to fun and whimsy and people actually making things with a purpose. The entire set has been filled with throwbacks to old cards and significances of the BW era, so why is this now a stretch?That's a stretch. As you mentioned there are other version exclusive pokemon too so why wouldn't they just put them in the "correct" set and then as the promos? Why would it specifically be the three most prominent pokemon from the movies? They could've just chosen not to make Whimsicott an ex for example.

Reuniclus was exclusive to White and Gothitelle to Black, which is fairly obvious I’d think
